No, provided that you transport the handgun to the target practice location in a vehicle that you are legally in possession of, or are a legal passenger in, and have the handgun unloaded, not accessible, and in a secured case or key locked mechanism such as the trunk. You cannot legally "carry" the handgun on your person without a license. (IC 35-47-2-1)
