These three terms are often confused and sometime used interchangeably. In relation to the IN-TIME Initiative, they are defined as follows.
Traffic Incident Management: coordinated actions and procedures taken by agencies and private sector partners to prepare for, detect, respond to and remove traffic incidents and then to effectively address the resulting effects on traffic flow and safety.
Incident Command (ICS): the command and control structure for the management of personnel and equipment resources during an incident. Through ICS, agencies responding to an incident are given a coordinated action plan
Emergency Management: a general term describing public safety agencies and the practices and procedures they follow in response to an emergency incident. There are also Emergency Management agencies at the state and local level that are tasked with the planning and preparation for major natural and man-made emergencies.
