Overview
What is the Federal Funding Expenditures Dashboard?
The Federal Funding Expenditures Dashboard is a new tool on the Indiana Transparency Portal (ITP) that gives Hoosiers a clear, detailed view of federal dollars spent by state agencies. It is the first tool of its kind for Indiana, offering six years of federal funding expenditure data in one publicly accessible, interactive platform.
This dashboard makes federal expenditures visible and searchable — broken down by the federal department and program that provided the funding, the state agency that spent it, the expenditure category, and the specific account.
Why was this dashboard created?
This dashboard was created as part of the State Comptroller’s commitment to financial transparency and public accountability. While the ITP has long provided broad visibility into total state expenditures, this is the first time Indiana has offered a public-facing tool dedicated solely to how federal dollars are spent.
Federal grants made up 42% of Indiana’s general revenue in fiscal year 2025, underscoring the need for clearer, more accessible information into how these dollars are used.
It gives residents, policymakers, researchers, journalists and federal partners a clearer view of how federal funds are utilized by Indiana government.
How is this dashboard related to the existing ITP Total State Expenditures Dashboard?
The Federal Funding Expenditures Dashboard focuses only on spending supported by federal dollars. The Total State Expenditures Dashboard includes all state spending, transfers, and distributions to local governments across every fund type — including General Fund, Federal Funds, and State Dedicated Funds — as well as any state matching dollars required for federal programs.
To provide clear visibility into federal dollars specifically, the Federal Funding Expenditures Dashboard breaks out the State’s federal expenditure data into its own dedicated dashboard by the federal department and program that provided the funding, the state agency that spent the funds, the expenditure category, and the specific account.
About the Data
What does “federal funding expenditure” mean in the context of this dashboard? How is it defined?
For the purposes of this dashboard, federal funding expenditures refer broadly to dollars spent by state agencies in the State’s PeopleSoft financial management system that are reimbursed by the federal government. This includes awards, grants, cooperative agreements and other federally funded arrangements. Each funding stream is tied to a federal program identifier, which is how the State tracks and organizes federal dollars in its financial system.
Where does the data come from?
All data is drawn directly from the PeopleSoft system, the State’s official financial management / book of record.
How often is the dashboard updated?
The dashboard is refreshed weekly. Each view displays a “Last Updated” date to easily identify the timeliness of the data. Downloads of the data by quarter are also available.

How far back does the data go?
The dashboard covers six state fiscal years, currently FY 2021 through FY 2026. This timeframe is consistent with the existing Total State Expenditures dashboard and allows users to identify multi-year trends.
This dashboard shows state fiscal years – how does that differ from federal fiscal years?
Indiana’s state fiscal year runs July 1 through June 30, while the federal fiscal year runs October 1 through September 30. Users comparing this data to federal reports or USASpending.gov should account for this difference in fiscal year definitions.
Why do the total expenditures related to federal funding differ between the two dashboards?
The Total State Expenditures Dashboard reports all expenditures recorded in the State’s PeopleSoft Financials system — including state required matching funds for applicable federal programs, transferred funds to other entities, and state distributions to local governments.
The Federal Funding Expenditures Dashboard shows only the federal portion of those dollars spent, without the state match. As a result, the federal funds figure on the Total State Expenditures Dashboard will always be higher than the figure shown here.
Navigating the Dashboard
What views are available on the dashboard?
The dashboard offers four primary views, accessible via the navigation tabs at the top of the screen:
- Expenditures by Federal Department: See from which federal departments the funds originate, including the program.
- Expenditures by Expenditure Category: View federal spending in state spending categories — such as Social Service Payments, Contractual Services or Personal Services. This view summarizes what type of goods or services federal dollars were spent on, providing an at‑a‑glance understanding of overall spending patterns.
- Expenditures by Account: Explore how federal funds were spent at the most detailed level by each agency. This view reflects the internal financial structure used in PeopleSoft and is best for users who need precise, account‑level details. - Expenditures by State Agency: See federal expenditures broken out by Indiana state agency.
In addition, elements within the presented charts and graphics can be clicked on to filter the data further.
What are “expenditure categories”?
Expenditure categories are the accounting classifications Indiana uses to organize how money is spent. They are standard government accounting categories, not program-specific labels. To see the full definition of each category, click on the category name or graphic within the dashboard — a detailed view will display the accounts that make up that category.

Understanding Specific Data Points
How does this dashboard compare to USASpending.gov (the federal spending transparency site)?
The Federal Funding Expenditures Dashboard is different in two important ways: it shows actual expenditures — dollars that Indiana state agencies have spent — rather than award amounts. It also is specific to Indiana state government and draws directly from Indiana’s financial system, making it an Indiana-specific complement to USASpending.gov.
Does this dashboard show expenditures that have been frozen or cut by the federal government?
No, the dashboard reflects historical expenditures — federal dollars that Indiana state agencies have already spent. It does not show the status of federal awards, pending cuts or funding freezes. It is a financial transaction tool, rather than a grant management or tracking system.
