If a subgrantee desires to start immediately on the planning and engineering of its project to minimize the impacts of cost inflation and material lead times, will those costs they incur now be eligible for grant reimbursement?
See federal guidelines and NTIA’s Guidance on the matter. Our office will reimburse subgrantees for allowable pre-award expenses incurred after the completion of a contractual milestone event. To receive the reimbursement, the subgrantee must first obtain our written approval. This means any pre-award costs incurred between the time period when an ISP is provisionally selected and the subgrant agreement is fully executed will be reimbursed if: (1) IBO approves the cost(s) in writing; and (2) the applicable milestone is met.
