If we created a building corporation and the county sold the land, do we show the lease rental payments in the new enhanced regulatory?

Yes, the county's obligation is the lease rental bonds.  The building corporation is a component unit of the county, but in the enhanced regulatory the debt and assets of the component unit are not included in the AFR
