Do Home rule funds need appropriations that are DLGF approved?

IC 36-2-5-2 requires that all disbursements from the county treasury must be appropriated unless statute states otherwise. Home rule funds would need to be appropriated by council.  They would not need DLGF approval of the appropriations.
