IC 4-12-1-3 provides for the formation of a 9-person, bi-partisan Budget Committee, consisting of four senators (two from each party), four representatives (two from each party) and the State Budget Director. The Budget Committee serves as a liaison between the legislative and executive branches of government. Working together with the Budget Agency, the Committee provides information to the General Assembly regarding the management of state fiscal affairs, allowing the General Assembly to make informed decisions on budgetary needs of the various state agencies. The Committee also considers projects (typically related to capital) requested by state agencies and state-supported universities and may approve, deny or modify expenditures for the requested projects.Several times throughout the year, the Budget Committee conducts inspections of state agencies and institutions supported by public funds. These visits allow the Committee to see first-hand how public funds are being used to deliver services to the taxpayers of Indiana.
