Although the Division of Reclamation has no legal authority in these issues, public safety is a matter for everyone. Staff work closely with operators and encourage them to keep roadways and entrances clear of debris; manage their loads; and, obey speed limits and weight restrictions. The "Tarp Law" is commonly misunderstood. There is no "Tarp Law" in Indiana. Instead, drivers are required to manage their loads, solid or liquid, to avoid dripping, leaking, sifting or otherwise escaping the vehicle (326 IAC 6-4-4).
