Since the Army Corps' dredging scope of work focuses on the federal navigation only, the ECWMD serves as a local sponsor to companies/private owners along waterways in East Chicago, so they may have their docks and other areas owned by them dredged by the Corps and stored in the CDF - costs affiliated with dredging activities and storage in the CDF are paid by company/private owners.
Also, the ECWMD communicates with the Corps the concerns and issues from the local community and stake holders affiliated with the CDF construction/maintenance and dredging activities.
