No. 25 IAC 6-1-1(7)(H) creates an exception to the definition of lobbying "activity" for advisory bodies of the executive department as long as the advisory body is authorized only to make nonbinding recommendations. Also, 25 IAC 6-1-1(7)(G) excludes communications which are "solicited by an agency." Keep in mind that that this exception requires that the agency keep written documentation of the public policy purpose for extending such an invitation on file for a period of four years.
