If the salary ordinance goes into effect on January 1, the hours worked in December would be paid in compliance with the prior year salary ordinance in effect for December. The hours worked in January would be paid in compliance with the new salary ordinance in effect January 1. It is possible that one of the January pays would have December hours at the old rate and January hours at the new rate on the same pay.
