Indiana's budget is based on a biennial, or two-year cycle. During a budget year,' the process begins as state agencies work with the Budget agency to craft their individual spending requests. Then, hearings are scheduled with the Budget Committee, where state agencies present and defend their proposed budgets for the upcoming biennium. In January of odd-numbered years, the Governor submits a state-wide budget in the form of a bill introduced in the House of Representatives. Accordingly, other budget proposals are submitted in both the House and the Senate, and through the normal course of amendments, committee hearings and the legislative process, a modified budget proposal is voted on by both chambers. Upon passing the budget bill in each chamber, the budget is signed by the Governor and the State's spending plan is set for the next two years.
