In Indiana, the utility regulatory process is a legal process that involves two separate state agencies. The Indiana Utility Regulatory Commission (IURC) has jurisdiction over most Indiana utilities and serves as the "judge and jury" in individual cases. The Indiana Office of Utility Consumer Counselor (OUCC) is a separate state agency that represents residential and business ratepayer interests in cases before the IURC. Cases may address rates, finances, service quality, service territory and other issues.
