Both the home day care and the department store are considered places of public accommodation and should follow there requirements of ADA's Title III.
For existing facilities, the requirement is to conduct barrier removal that is readily achievable. The important distinction to make in this question is that what is readily achievable for a department store may not be readily achievable for a home day care. Determination of what is readily achievable must be considered on a case-by-case basis.
