Are there any laws or codes pertaining to Tenant Landlord issues?

The State of Indiana has very few laws on tenant/landlord relations, no state agency deals with complaints or direct regulation. You can locate all tenant/landlord relations in the Indiana Code by visiting the website [http://www.in.gov/legislative/index.html] and entering the relevant Indiana Codes (IC 32-31-8-5) or you may call Legislative Services at (317)232-9856.  To get more clarity/assistance, you may need to seek legal counsel.

  1. Indiana Legal Services Inc., the largest provider of free civil legal assistance to eligible low-income people throughout Indiana, can often help with legal problems related to housing issues. To see if they can help you, call 844-243-8570 from 10 a.m. to 2 p.m., Monday through Friday. You can also fill out an online request for assistance at ilsintake.net.
  2. The Neighborhood Christian Legal Clinic offers advice and, in some cases, help with landlord-tenant disputes. To see if they can help you, call 317-429-4131. More information is available on nclegalclinic.org.
  3. Apartment Association of Indiana, 9202 N. Meridian, Suite 250, Indpls. (317) 816-8900, Will take complaints against members only
  4. The Indianapolis Legal Aid Society offers advice and, in some cases, help with landlord-tenant disputes.​ Call 317-635-9538 from 9 a.m. to 5 p.m., Monday through Friday, or go to indylas.org for more information.
  5. The Fair Housing Center of Central Indiana may be able to provide help in disputes that involve discrimination. Call 317-644-0673 or go to fhcci.org.
  6. Issues with occupied homes can be reported to the Marion County Health Department's division of Housing and Neighborhood Health at 317-221-2141. Complaints may also be submitted online at marionhealth.org
  7. For concerns about vacant properties, contact the Mayor's Action Center at 317-327-4622. Complaints also may be submitted using RequestIndy's website, maps.indy.gov/RequestIndy/, or its mobile app.
  8. ​The Indiana office of Housing & Urban Development website, in.gov/ihcda/2328.htm, has several resources available for renters, including dispute forms, tenant rights, landlord obligations, legal assistance and more.
