The Homeland Security Exercise and Evaluation Program (HSEEP) is a US DHS exercise methodology used commonly in the public sector. HSEEP provides a guiding set of principles for exercise programs, as well as a common approach to exercise management, design and development, conduct, evaluation, and improvement planning. HSEEP exercise and evaluation doctrine is flexible and adaptable, and is for use by stakeholders across the whole community. It is appropriate for use across all phase of emergency management: prevention, protection, mitigation, response and recovery.
